Whats the problem?
Make the trade feature require loggin with account if its very new account give it a default dely once account gets older and higher level chars reduce the delay and if said account starts to bombard thw API delay said account again for a week or a month. This wont be a drawback on league start everyone will be on equal delay.

Id could come up with a lot more tricks to render the private indexer abusers less efficient. But first it would be important to close the API for private indexers.
Then watch the abusers and their next step to keep making them inefficient.
