That's not neraly enough and still RNG heavy... Give us a mean to lock affixes in place...
Crafting is not gambling and some arpg's give us the mean to lock mods in place and it is not cheap... It can be rare AF, global loot but it should exist and lock up to 4 affixes and making the item account bound !!

IMO a clearer answer would have said:
Mana is not the only thing a skill can reserve.
So this change has 2 effects:
Reservations of skills of life or ES or any other resource are affected.
Reservations caused by things other than skills are no longer affected.
Didn't it already affect life reservation though?
