Why is Taryn's Shiver considered good for Freezing Pulse?

15% Cast Speed is a huge deal. That said, yes, unless you HAVE to have a 5/6L item for lack of a chest, Dual-Wand/Dagger, Wand/Dagger/Sceptre+Shield do WAY more damage, and better defense with the shield (once you get good gear).

Chance to freeze is crap
It only rolls if you fail to crit, which means getting crit reduces the effectiveness of it, Staff is only imo good for 6L possiblity even with Kaoms, which Krip needs since he's running a marauder If your using CI dont both :P |

Taryn's is a viable choice, but not necessarily the best. Uniques aren't meant to be better than the best rares: they're just another flavor of item.

Show me a better rare than Kaom's Heart then (for hc league, not talking about scrubcore here). I have seen better rares than Lioneye's Glare or Marohi Erqi but not a single one better than Kaom's.

Because it can be six linked. Hardcore players are pigeon holed into spamming life due to overpowered spike damage, so they use Koams Heart.

Chance to freeze applies to each FP wave individually... you pretty much freeze all the time if you get this unique + the shadow freeze + gmp. The increased damage on frozen enemies applies to the whole party making it the best party option.
The +1 to cold gems is always invaluable at level 20. |
