Is POE the best ARPG available now?

Its a matter of what you are looking for. If you want depth & maturity & end game that have lots to do (not always fun though) then yes.

I do think Last epoch is almost of not more deep than PoE. The skill trees (yes with an s) are massive are game changing. What they lack is end game. But the game is beta.

If you want a game you can paly with your partner or friends & have a blast, D3 is still the best by a mile. Well even fornite is a better APRG when it comes to MP than PoE.
As many others have said, the best is subjective, and as such seeking the "best" is too limited.

Instead, seek any and all that are considered at least good and try them all so you know which is the best for you.

PoE is certainly a good place to start.

TL3 is not worth trying except at a super cheap price.

WH40K: Inquisitor Martyr is actually pretty decent at this point and recently went on sale 70% off. I enjoy it more than Grim Dawn mainly because the GD engine really should have been a brand new engine and not a modified TQ engine.

Wolcen had a chance but it's taking them waaay too long to get their act together and so I doubt it will ever attract many players back again after their high population launch

Only one game held my attention longer than this one since it's not far from a decade; and it appears it will continue well beyond that. D2 only managed to hold my attention continuously for 2-3 years; and I would call that out as my 2nd favorite ARPG.

The game that held my attention longer than this one was a MUD, so feel free to toss my input to the side.

at this point, the answer and OPINION I have is yes. Maybe D4 when it comes out can compete even moreso than D3 is right now, but other than that, there are only a handful of contenders out there depending on your flavor of ARPG you like most. All-around though, PoE is where it's at even with all the bugs and shit.
