Later I will go back and test the freezing pulse totem and the nodes. Was playtesting freezing pulse totem on league start ( standard) and found the damage rather bad compared to last league. Might just be a bug.

I can confirm what is mentioned by TheGreenleaf, allocating Panopticon, Surveillence and Watchtower Notable doesn't show any increase in DPS in the in-game tooltip for Holy Flame Totems. It seems like the "% Increased Totem Damage" affix is not working.
