Talisman Amulets are not competitive enough

Another option to make them interesting enough to at least check them when they drop would be to give them their own Talisman mod pool to potentially pull explicits from. Quite a few talismans already have really nice implicits, but being locked in to the standard mod pool holds them back a lot more than the lack of anointing IMO. Some special/enhanced explicits to go with those implicits would go a long way to making them more appealing.
