Really Sick of Sirius Teleporting and oneshotting you from somewhere off screen.

Just make sure you are outside the circle and wait for his voice line. All his circle voicelines have a notable pause in them. "Feel the thrill of ... the void". "You will long for ... nonexistance" etc. He locks onto your position the moment he pauses his voice line. In that moment just start moving relative to the circle. The clone attack is by far the easiest to avoid.

As for the die beam, as mentioned before, you have to follow him when he teleports. Sirus will always turn to face the direction he teleports so if you keep an eye on him you can always see where he goes. Just follow him, but not in a straight line, always move in a half circle towards him.

This guide here illustrated very well how it should be done, however you don't have to be that good to beat him:

I don't usually follow racing events but I noticed couple things

People who race for the win can survive the beam ... So I guess it is time to revisit defensive mechanics

Mostly notables

1. CI or Divine Flesh
2. Block/spellBlock
3. Spell Dodge

Since DMG is usually abundant to a point, i guess I will invest into all three of these above in every character. I suggest you do the same.
I represent only myself, my own thought and believes. I am individual, not a representative of the community.
I am not speaking on behalf of someone else and I don't get offended by things that have nothing to do with me.

3.13 was the golden age.
Just try to understand how this boss mechanics work and he is pretty easy, instead of running away from him, you should always be Literally in his face.
It should be very rare for that to ever happen if you play the fight correctly. The fight is fantastic as is. Get a tankier build or just practice the fight more.
learn the fight or make a tankier build...
I miss harvest, 36/40 never forget.

I can tank him fine. It's the offscreen teleports/one shots that are frustrating me.

It's not a great mechanic, but you have to follow him where he 'blinks', if you can't tank his beam. The voice lines also helps to dash away in time.

How about when the circle forms - is there any way to tell where he will appear?

The real one blink (hilight sorta yellow) during 0.3 s when starting the spawn , yes they all turn . i personally use my headphone to grasp a general idea of where sirus is during that phase ( always turn the dialogue sound for sirus !!) and its more like the die beam or the slam attack of shaper its a matter of movement skill timing more than locate with precision where he is .

Also on side note this figth have been made for wide screen so change your resolution to be partial on your screen and play with the border. poe dont scale well verticaly so there some resolution that increase your field of view it help a lot.

As to why it has been made like that? Can't tell what qualitativ word inspire me the team that made that fight without getting a ban.

The race highlighted how harvest completely trivialised the game, even with the additional nasty mods from the race. These guys are all running absurd gear with just ~2-3 days of play time. The game is not, and should not be balanced around having this kind of gear.

well even if you get 1/3 less power due to absence of crafting in a meaningful time span (not 3 day nolife run for AL8 Sirus), you can still survive.
You won't get 14k ES pool, but only 10K, you won't get hit only for 3k life, you might get hit for 5K ... still surviving, with proper flask management, movement and random offscreen beam.

Only problem remaining is sausage fingers.

It would be silly to pretend that the difference between harvest and non-harvest is just 10-30% life/ES. You are also getting a shit ton of damage mods, influence mods (like life or ES on block, effortlessly) and chaos capped without sacrificing any life or resistance in the process.
Sirus is a very easy boss.

He almost show his every next act inform of chat bubbles...

1.rule stay always by him in melee range...
2. Listen to his words, dieeee.... point his beam who’s coming 3 seconds later.
From above.... meteor calling.

His teleport , he always face one direction , he Port only the direction where he looked before (so you know where he goes)

About the clones, Turn on health bar of enemy’s (you see very fast who is the original)

Safe zones for his storm... just check the corner until he is free of his own tornado, jump to him (under him) next phase starts after you are under him.

Sirus is one of the most easiest bosses before his nerf, where the tornados even roated in the room and moved.

Just look at his words and act.

Doing Sirus with about 5k life
