That's what i suspected, the shield is involved.
We have 2 things left to figure out :

1) Is it only a tooltip display bug ?
The only way to verify that would be to manually count (using your brain) the cooldown with a q0 intimidating|seismic (shield equipped), and see if it's 2 or 3 seconds.

2) Is the shield bugging the cooldown on q0 gems only ?
The best way to verify that would be to check the tooltip cooldown with a q1 intimidating|seismic (shield equipped).
