What is causing my Spell Damage to lower?

That is what the "if that value is higher" mean, the archmage support can only make the base mana cost of a skill higher, not lower. so in this case the base mana cost of the skill would stay 8.

There are certain interactiions between items that can make a skill very costly on mana, i am not sure about that last sentence, but basicly as long as long as the skill does not cost more mana to cast then you have access to (your total mana, unreserved + reserved) you can ignore the "if mana cost is not higher than the maximum you could spend"
