Is this viable in 3.12? What about as a chieften/beserker?

Yep still viable, using a 6 link quill rain and relatively cheap gear, can do all end game. Just crafted the +1 +1 amulet for even more dps, havent managed to fit snipers mark in but im assuming it works for explosive arrow. Need an extra curse somewhere for that....

So.. 3.13? Very interested to give this a go. Just how rough is it as a league starter?
