I only looked at one or two websites but those were selling stuff for multiple games not just PoE. So those sites aren't run by GGG. They could be run by Tencent or GGG could sell them currency. GGG does ban bots.
It is a difficult problem to solve for a game where bot farmers can get new accounts for free. Over 430 threads discussing labyrinth problems with over 1040 posters in support (thread # 1702621) Thank you all! GGG will implement a different method for ascension in PoE2. Retired!

The most common assumption is that the RMT sites get their currency primarily by using bots to farm it.
