Funny part is Delve works great.

This is the funny part and make me understand that is not a problem of my computer.

Exackly.

I just did some testing on my system:

Basically, same for me. CPU usage seems pinned at 100% during Delirium encounters, but also when Syndicate stuff spawns in and occasionally during other gameplay events like Einhar capturing a beast, Metamorph spawning in, etc. Tried many solutions, including Process Lasso, disabling asynchronous loading, etc., all to no avail. Still have this happen when dropping into a delirium encounter and very occasionally during normal gameplay in intense moments. Never had this problem on any previous league I played (played extensively between Essence and Harbinger Leagues).

MOBO: Gigabyte Z97X-Gaming 5
CPU: Intel i5-4690K 3.50GHz
Memory: 2x Corsair Vengeance 8GB RAM (16GB)
GPU: 2x Nvidia GeForce GTX 970 STRIX (running in SLI)
Storage: Samsung SSD 850 EVO 250GB (PoE installed here), Toshiba DT01AC200 2TB
Windows 10 Pro, x64

I have exactly the same computer but only 1 gtx. today i stop to play the game see you next league or when this problem is fixed. i will not buy a new cpu for that
I recommend uninstalling drivers with DDU (safe mode) and installing older (2017-2019) drivers.
Many people reported stuttering on 44x.xx versions (not only in poe).
The best way is to search guru3d or nvidia forums for recommended (based on benchmarks) drivers for your gpu. Latest drivers are not always the best.

It doesn't change the fact that many game mechanics are not optimized and stuttering will always happen on some hardware configurations.
Hey i have the same problem the game fps is so low i didn't play metamorph league ,but i played blight it was much higher now it drops to below 40 only this issue in poe. tried that reddit post of fixing config file to mute sounds still nothing changed with nvidia manager to best performance still nothing full screen nothing.

nvidia 1070
i7 8750h
16gb ram
Obligatory bump of this thread as the stuttering issue still happens frequently even after GGG's so called performance fixes. Honestly, I think the game performed better in the early league, no offense.

I posted about this couple of pages back but the situation is pretty much the same or worse, constant 1-2 sec lag-spikes whenever the game is loading something during game-play and usually it's very minor things like completing a Prophecy during Acts which is nowhere as near load-intensive as launching a Delirium event in Maps. Additionally, both Latency and frame-time graphs spike while this happens and overall the graphs aren't very stable and look more like a EKG curve than a smooth frame-time graph with near-perfect frame-time on high performance PC's and smooth high fps. It's just an example, PoE of course don't have smooth frame-time, wish it had though. I can also confirm that Delve seems to be smoother more or less, at least I don't notice any stutter while in there.

PC:
Windows 10 newest version, Nvidia Drivers newest version
Core i5-9600k 3.70 Ghz
16gb ram 2666 Mhz
RTX 2070 8 gb
Samsung SSD 860 EVO 500 Gb (game and OS on the same drive)
1440p 144hz G-sync compatible monitor (G-sync enabled)

In PoE I have almost max settings not including Anti-Aliasing which is off and Vertical sync and Dynamic Resolution are also disabled. Full-screen/Full-screen windowed with sound enabled and in predictive mode using closest server to me (Amsterdam usually).

I've run the game both on Steam and Standalone, used the content.ggpk de-fragment tool, optimized the SSD and nothing seems to improve the performance at all. Previously locking the frame-rate to somewhere around 60 fps removed the 1-2 sec total freezes but having locked fps doesn't work with G-sync and the game run like it had micro-stutter going on all the time. It had stutter but it didn't completely freeze up like now.

There is also this issue that the game is loading assets very slowly sometimes, things like characters appear black or un-textured for a while until they slowly get textures one at a time. It's pretty annoying. It happens to both monsters out in the wild and to player characters in towns.
Same issue here
Unplayabale since Tuesday. Just sayin'.
Unplayable for me aswell.

Would be nice to hear a response from GGG atleast.
