Not quite. Have similar mechanics like being able to sail out further and to do so you need to get materials from the leveling zones kinda like dabloons or like crates/barrels of food and rum for your fellow pirates which fills a bar.

Then have the synthesis mechanic of the platforms but instead be islands on a map and of course tweak and improved on mouch more.

Yeah I know, but introducing them in Act 1 for the League-mechanic would seem a bit off for the rest of the story.
A League clearly needs a new NPC to introduce the mechanic.

We don't hear about Lilly's mother I think? That could work. Earlier would be fairgraves.

Perhaps a few fairgraves encounters through the acts, and just Like Zana taking over in Synthesis, the Roths could take over after act 6?

Another possible avenue would be the Brinerot Clan, and it's Leader (Who is also Weylam's sister) Lussi Roth, better known as the "Rotmother".

A bit of flavour text from Weylam in act 7 "The Brinerot clan's been trouble ever since (Apparently Lussi led a mutiny against Weylam back in the day). Used to have some good old fashioned pirate honour, and now they're raving mad lunatics out for their next fix of fear and fortune.

To add as well to the roth family tree, weylam's wife is named Meredith.
