and it would also need more text saying you cant stack it.

remember, you can get up to FIVE notable implicits (1 neck, 4 from 4 new uniques)

As a passive on the tree, you know you can only get it once.

Putting it on the tree as a passive also potentially opens up existing (Intuitive Leap) or future ways of getting the notable, or potentially modifying it with legion jewels, or taking advantage of it with other jewels (threshold, Nightmare jewels, etc.).

That all depends on where they put it, of course.

In your case double means 0% * 2 = 0%. Since you have -60% from killing both Kitavas, you end up with -60%.
