Why prevent use of a chance orb altogether? It can have a use in turning it rare instead (though rarely what the user desired).

Locking them is just handholding, and detrimental to the game IMO.

Because "Chance" implies that you have one.

He already said you can't Chance synthesized base items. He didn't say you can't Chance uniques from them, he said you can't Chance them. At all. Period.
