It's not so much about Lightning Arrows as it is about how Elemental Damage scales up. Physical Bow rangers are quite lacklustre, and they get completely destroyed by Physical Reflect. LA works without critting, but Physical bow only does enough damage when you actually crit.

I mean, why wait? The rest of the 'end-game' content will be available along with a heap of new stuff when the game launches in a few months time. From what I've seen it's going to be awesome. - Michael_GGG

Lightning Arrow doesn't need to be nerfed. Static Blows does.

Static blows is a 'defining' trait of the Templar/Witch, it wouldn't be very smart to nerf it. The most change I would advocate for is making it costlier to get by adding more nodes to the cluster, requiring way more investment.

Static blows is one of the many notables that blatantly needs to be a keystone if its going to keep its power. Others being Piercing Shots, and that one that lets you inflict poison with daggers, as well as some others.
