I just tested, and it's definitely not letting me actually level my gems until I meet all the requirements, both attributes and level.
Is it possible you reached level 40 and leveled the gem, then lost some XP to dying and went back to 39?
Alternately, do you have the gem in an item that's giving it +1 to level?
I didnt think you could lose your level? O_o

I have leveled a gem on a higher char just past what I actually wanted.
Best fix for this is to use a scouring. Since like mark said you cant level a gem over the char holding it. Sell the gem and a scouring and it will decrease the skills level.

Reduced Mana Cost, and that's pretty much it.

In a party, Increased Area of Effect is useful. Maybe for summoners too.

Hello, is there some sort of active skills list for PoE?
Have you guys at GGG ever thought about making skill gem level-up proportionate to skill use? I.e. the more you use a given skill gem, the more it levels up, while unused ones don't level at all, or only very slowly. I think this would be a much better system, giving more freedom to specialise in certain skills. It just feels odd that my ice spells level up even though I hardly ever use them.

Also, how about adding the option to disable the UI icons that show the levelling of the skill gems? It's totally useless and intruding.

This idea i think it could work but only for certain skills and create the problem of:
-What about auras? continuos skill?
-Could i spam the skill on nothing or low-level monster to level up the gem? (making a low level character with powerful gems
-What if a skill is a defensive one, useful in only very strick situation

Overall i prefer the actual implementation of the gem experience. Make character level a good measure of power and there are not preferred skill(also you can level a gem for a later use if you find the support gem you want)

The descriptions could be more... descriptive. If it's the process is based on randomness, please add it in the description.

For example I used a Jeweler's Orb on my Rare short bow expecting a bigger number of sockets, of course. It reduced the sockets from 2 to 1, losing the effect of another Gem which I used previously to link them for a support effect. Nedless to say I had to use a 3rd gem just to have the bow as I found it.
