Knowing the code does not mean that you have access do modify it and cheat. People will be able to cheat in offline play, if such is made, not much can be done to stop it. If the game is coded properly that will not be a concern for online play.
Yes, if it's properly coded, which in this case would mean writing an entirely new client that doesn't have to include the server code that runs the online version. Otherwise, any offline version would have to include the server code, which is just handing out exactly what hackers crave the most in an online game.

Saying that people are going to cheat anyway isn't a valid argument against literally handing them all the information they need to cheat most effectively.

It does not have to necessarily be different. Just as I said having the server code does not equal having actual access to modify it in action. Take Trinity Core as an example, it is open source, yet cheating is only possible by editing the client side memory. If there are Checks server side for that I do not see why would it be an issue.

Though you are right about one thing - more work for the programmers with security in mind. But relying that potential cheaters will not cheat because nobody has handed them the code is not very good practice.
They're not relying on secret server code as the only deterrent to cheating. They have devs who actively try to find ways to hack the game, and work on systems to prevent all forms of cheating. Keeping the server code secret is just a very simple, yet very effective security measure.

I've only played a little of PoE (fairly new to the beta) and what I would love is the ability to play offline if it was even just a little possible. Now normally I would start off by complaining about lag and rubber banding but I haven't noticed any problems or delays while playing the beta so far (so +1,000,000 to the devs on this!).

However - there are times when I'm not connected and I think it would be "neat" to be able to get some game time in when I'm either disconnected for some reason or I'm in remote locations that just don't allow me to connect. At the same time I understand - the game can only make money from micro-transactions, a subscription model or game sales. For me I'd prefer a once off sale - let me buy the game (so far I'd be happy to fork out $60 upfront for Path of Exile even though I haven't played as far as I plan to in the beta)...sure I understand cheats and hacks are a problem but 99.99% of the time I could care less about online so if it was even just remotely possible I'd choose an offline mode without hacks, cheats, interaction, lag, etc. Sadly I know that not everyone is innocent and so those of us that are have to suffer because of this.

Still - I don't plan on buying DIII because of the feared lag issues (I've seen enough youtube clippies to help me avoid it until at least a few months post launch - I just live in a shitty country I guess) however if PoE is essentially F2P but strictly online then I guess I could live with that (although I'll never like it until our country starts deploying fibre). For me I will probably never bother with micro-transactions of any kind...but let me pay upfront for a version of a game together with future expansions then I'm more than willing for fork out money - I guess this is what makes games like Grim Dawn and Torchlight 2 so attractive even though I've yet to play them in any way.
