You half or more your fps with nvidia, great feature with RTX...

Running an all amd rig, 2600x and a vega 56 at 1440p 144hz, its just a thing of beauty and no risk half the fps due to advanced features.
smooth, fast and good looking the last one looks better on amd as the nvidia cards wash out colors.
Hmm... never had an AMD Vega gpu so I can't add anything. I now use an AMD 1060 AMP! 6 GB card @ 2560 x 1080 (wide screen monitor) at 60 fps and am happy with how PoE plays.

Let's look at current prices during the Black Friday and weekend sales:

i'm at a stable 60fps in 2k resolution ( 1440p ) - max settings ( ultra GI )
OP, are you running your game in Fullscreen or Windowed Fullscreen?

Windowed Fullscreen wrecks my FPS. Maybe something to try.

Currently running on i7-2600k with a GTX 680, which should be about equal to your 960. Newer system didn't survive when lightning hit a couple weeks back -.-

Actually... i bought a monitor intead. HAHAHAHHAHA. 2k. 144h. totally makes sense with that gtx 960... (but would upgrade it anyways, so i felt like doing it as i couldn't decide on a GPU for now and wanted at least something new...

Will try Fullscreen - thx for the advice! For convenience i am allways running windowed fullscreen, but if it proves to make a difference... Alt-Tab, welcome back my friends.
Ignore the green fanboys. There's no issue with using AMD cards. I use an RX580 and seem to be over 100fps whenever I check it. I've never had a cause to sit and monitor the fps as I've never had an issue.

Keep your options open and get the best deal you can.

Stay away fro the RTX cards at the moment. You're paying 75% more than the 10 series for 25% more performance.

If you're going green I think the 1070 or 1070ti is probably the sweet spot in terms of price/performance.

am just wondering if a gtx 1070 ti will be able to run max GI (+high rest) @ 60, or better 100+ FPS...
I don't see any reason why not. The 1070 and 1070ti will outperform my RX580 and I have no issues.
