They are not different at all, they only read different. The reason "cannot" shows as a result of "100% chance to avoid" is because it is indeed the exact same modifier in the game code, which just has a different string when the chance is 100%

100% chance to avoid only works on hits and not on stuff like strongboxes
cannot be frozen prevents all frezees
I've not the total proof but i guess you're wrong; first because i expect the devs to know how their rolls work better than the wiki,
Secondly because as Nubatack said, it's not the only instance where a 100% has a different string despite being the exact same thing.
