Most likely its pure attack speed or more hit speed limited. This might make a vaal rain of arrows an uber herald of agony skill. Throw vaal version then follow up with normal one. With concentrated effect to force as many arrows as possible on boss.
Still it would propably need dendrobate with a poison on hit bow to get 100% poison chance.
I really doubt it needs that much min max shenanigans.
Looking at The harald of Agony showcase with pathfinder from Ziggy, he hit max stacks repeadedly with one or two shots from his random skills. I think that about any non complete garbage build is able to hit max stacks with a bit of focus.
