Major update pushed today - got rid of the bright whites as per overwhelming feedback, added a handful of new sections, and sdded a new set of FAQ macros you can use to answer questions in-game.

Congrats on the PoE new player website.

But you may get looked down upon by GGG. Why? Because GGG is famous for not explaining much about their own game as they want all to learn by the trial and error method. If you put up a great "Beginners guide to playing PoE" then you are removing much of the error from new players. I don't subscribe to this way of thinking of GGG by not publishing a guide to how to play their own game so "more power to you" for taking up the torch and doing this. Keep up the great work to help new players.  :)

Can I un-level a gem? Yes. Sell the Gem to a vendor along with an Orb of Scouring to remove 1 level from it, or along with an Orb of Regret to remove all levels from it. (Any Quality on the Gem is preserved.)
I'd add a warning about it almost always being cheaper to just buy a new lv1 gem from pirate girl if you have access to act6.

Not always. Early in the league finding leveled gems that have quality from say a Gemcutters Strongbox or Labrynth chests for example, may be for a build you want to try or a build for a different purpose and you may not meet the requirements for the leveled gem.

You would want to un-level a gem in order to meet the requirements and keep the quality.

Another example is finding a level 16 gem and you only meet the requirements for a level 15 gem, rather than re-leveling up a new gem, it might be more beneficial to just un-level a gem.

Both those cases are for -1 level recipe, which is indeed useful.

Also, I think I didn't say it in first post, so yeah, fantastic guide. Much more thorough than in-game help, and very easy to use nevertheless.
