Packet loss at network layer

I'm experiencing the same thing on a university campus connection. I get <30 ping to other games, download/upload at absurd speeds, but in PoE it's like I'm playing on 1996 dial-up. I'm getting dunked on in maps because I'll see bad stuff get thrown out, everything stops moving, then it catches up 10 seconds later when I've long since been dead because the game thinks I'm just facetanking it all like an idiot.
Bump for a little love...Do you want a video of what lag is? If someone pings once at 180ms to the router but has an average of 1...That means the rest of the pings are very very low. One hiccup at the router isn't causing lag spikes all of the time. The stats that I posted were during some 1900-2500ms lag spikes and the results show nowhere near that. The problem is with the game, not the internet. Fix it please...
https://www.youtube.com/watch?v=_k70ojn23fY&feature=youtu.be This happens every so often seems to happen at least once in lab which is the most frustrating. Done everything I possibly can to try and solve this. Happens with and without a router, updated ethernet drivers, and we are getting 0 packet loss. Have two friends trying to resolve the issue as well that work IT at a complete loss as to whats causing this. This is all with the idea that it is on my end or my ISP.
That is the same exact problem I have. Thanks for the video.
bump
I also have packet loss just in front of the GGG servers:

WinMTR v0.92 GPL V2 by Appnor MSP - Fully Managed Hosting & Cloud Provider

GGG Datacenter Provider seems to have an issue in my opinion. This results in something like this https://www.youtube.com/watch?v=p5jaUHy-3fY if a lot of traffic is transferred ingame and lost packets have to be verified and resent. In Lockstep mode this results in stutter as the game waits for the packets to be resent (which is indicated in spikes to threefold of RTT). More PPL should escalate to GGG so they finally take some measures.

Basically the same issue. No response from ggg? Bargain bin peering?
No fix for this yet? Many people continue to have these issues.
