Because your condition is a bit different.
Imagine you jump into a pack of monsters,and get ~10 hits - that is that many checks for chance to spawn Consecrated Ground,not just one.Not to mention your idea needs some clarification what about channeling skills.

And last but not last,you can always create Consecrated Ground on demand by usage of Sulphur Flask.
i wonder whats the "play-rate" of selecting "Consecrated Ground".
