What does chance to dodge mean?

Spells count as Hits when appropriate, yes (ex. DoT never Hits).

You can tell whether Evasion works against Spells by looking at your own Spells in-game. Do you need Accuracy for your Spells? :P

I dont think 100% chance to evade = never hit all at because the way evad is but if it was 100% dodge then you would never get hit because it isnt like evade

100% Chance to Evade = 0% Chance to Hit -> every Attack adds zero to the entropy counter :/
It's academic though, due to hardcaps.
