The next part of the quest isn't in the game yet. It would drop this http://poedb.tw/us/item.php?n=Elder%27s+Orb

I've been stuck at 14/15 for a while now. Apparently you need to spawn Elder in a T15 unshaped map to get the last one. But how can I do that?

My strategy so far is:

1. When Elder is not on atlas run T15/T16 maps until Elder spawns. The new influence will contain at least one T15 map.

2. If it is Carcass or Basilica I remove Elder from atlas and try again. There is 60% chance for him to start his influence in the other T15 maps which is where I continue to step 3.

3. Spread Elder through Hydra and Chimera clusters to contain 3 T15 maps when he hits 20 maps. So 15% for him to appear in T15.

Well this chance seems still way too low. It's 60% * 15% = 9% chance per attempt with every attempt requiring many maps to run.

And the frustrating part is that I actually did roll T15 Elder twice in row when I started using this method but I didn't have 14 fragments back then. Now I just can't spawn him in T15 again. Is there any way to increase my chances?

Also is it possible to get the last memory fragment by tagging along with someone else who has T15 Elder on their atlas?

The strategy you describe sounds like the best you can do.
Now, if you haven't done it yet, i highly recommend you verify that you actually need the T15 elder fragment, because it might not be the case.
Most people tend to think that fragments can only spawn in a specific order, which is untrue, and can lead to some inaccurate (and wasted) farming.
For example, it's actually possible to be at 14/15 and miss the fragment that comes from a T6 map (T1 orb).
And about your final question, only the fragments that require influence only can be "leeched".
For the ones that require guardian or elder occupation, you have to be the map opener.

Unfortunately I'm certain that I'm missing the T15 Elder one.

Thanks for answering the last question.
I guess you just need enough hope and patience then.
Now, on a side note, i wouldn't be surprised to see a rework of that quest pretty soon, so waiting for 3.2 might also be a good idea.

Nice. And how am I supposed to know which is missing? \

There's a section called "DROP TRACKING" in my mini-guide, that allows to idendify which orb tiers you already have (and then deduce the ones you're missing).
If that doesn't suffice, reply in my topic and i might be able to provide deeper help.

Yeah I'm considering that. However I don't expect them to make the quest easier. I believe that completing the 15 memory fragments is supposed to unlock some sort of final Elder fight which is not yet implemented (most likely a T17 if not T18 encounter). And story-wise it makes sense for it to be grind-locked. You defeat the Elder countless times before finally discovering "a way to defeat him for good" (as Zana says during Elder fight).

On the other hand it must be repeatable just as all content in the game. So that "defeat him for good" thing likely won't remove Elder completely.

tbh ... that quest design is more then "questionable" ... tried numerous times to get a T15 elder and got rekt as often.

Hopefully this will be redesigned soon to a more reasonable way. "rng" quests are nothing but lazzy and uninspired design.

Quite disappointing.
