Yeah, it doesn't make any sense. Glacial Cascade is actually one of the most used spell, it has not less than THREE nice methods to get 100% conversion (hrimburn, Helmet enchant, passive nodes on ranger area) and this jewel is the fourth!
On a skill that already does good damage and hits at least 2x times the bosses.
While we have skills left into oblivion just because they absolutely needs a jewel to be used - like ice spear, fireball, and so on.
I do not understand GGG thoughts on what needs to be buffed, really...

So with 2x the long winter, 1x pyre, 2x the consuming dark, and infernal mantle, you can do 75% of glacial cascade damage as ele-converted Chaos!

Superior Portal? Is that a higher quality of the Town Portal skill gem? Why would you need that? If not, then what do you get for collecting a full stack of those Divination Cards?

These can also be vaal'ed into a vaal breach gem. Breach gems have the same sloooooow cast speed. So this might help with that? IDK.
