Also, there IS a gem, called Portal, that creates a town portal with no cost. However it is mob drop only, but you might be able to get one by searching on POE trade.

I don't get why those are so cheap. The drop-rate for me personally has been 1:1000 hours played. Funnily, I've seen more Ex drop than Portal's.
That's because there is a sink for exalts and other orbs. Portal gems, once dropped, reside in the game effectively forever.

They are also bad.

I'm new to POE. My Witch is about level 13. I'm selling everything I find to get resources for later. However, town portal scrolls are expensive and sometimes I can't afford any. Therefore, I'm always having to run back to waypoint to town. Sometimes when I have to run far to an earlier level, it has regenerated already, so I just give up and decide not to sell all the new items that have dropped. By the time I found the waypoint and returned, the new items may be gone as *that* area may have regenerated. What am I doing wrong? Should I not try to sell everything? Playing is frustrating at the moment :(

In case it wasn't clear,
You should only be picking up rares and uniques, generally.
The only blue items I pick up are rings/amulets/belts, because they take a small amount of space.
In my experience, you won't really have enough portal scrolls until you've gotten to Act 2.

As other's have stated, I would purchase a Portal Gem, if there is any available on poe.trade
If possible, try to get a corrupted Portal gem, level 2.
It just lowers the character level requirement to 1, from 10.

This way, all the portal scrolls you loot, you can now sell to a vendor for scrolls of wisdom.
Xikini's simple loot filter.

Just got to Act 2 and now it's the other way around :)

As others have mentioned picking up everything is not intended, nor time efficient. Thus getting a loot filter and only picking up rares and uniques would be a start.

If you happen to be playing soft core standard send me PM on the forums here and I'll give you one for free (when we are both on at the same time)

I'm softcore Harbinger, so I'll check out the trading option.

Sounds like you might be getting a bit unlucky. Yes, on the first character ever or the first of a league there is some lag time early in the game where you are way short on resources. I'm guessing at lvl 13 you are about to get around the corner... just give it a little more time.

You were right -- drops settled down at around level 15. It also helped not trying to sell every item I found.

They are ok if you can spare a socket, and there's some quality on the gem.
And worst change is putting almost all bosses in new version of maps into fucking small areas, where you can't kite well or dodge stuff. What a terrible idiot invented that I want say to him: dude flick you, seriously flick you very much.
