Game Freezes Update On 99.93%

Just started client and patched, but game froze at 99.93%. Wait for 10 minutes and it didn't move. Closed (Stand alone client, not steam) and restarted .exe to patch. Each time I start client I get stuck at 99.93%. What's going on?

My download paused for a few seconds on the same file, MonsterGroupEntries.dat64, but did finish. Washington DC gateway.

Same gateway, download still refuses to complete.

Edit:
Tried restarting the client again and it went straight through this time. Able to log in successfully too.
