I read it as though he has all the currency except 3ex, not that acuity is 3ex. Acuity isn't 3ex in standard either.

Unless you're talking about how things in Harbinger aren't priced in ex because of the "healthy trading environment".

Hit 70 now, short writeup for the leveling process using DP after getting to 28.

I put it in a Tabula, using the suggested links, rushed my way to Vaal Pact and used Warlord's Mark on Blasphemy.
Sustain was okay, after getting CiS it just went nuts.
Had no problems whatsoever getting into maps, tooltip DPS currently 14k.

I tested EB just to realise it screws with Arcane Surge.

Here's my current gear, total cost roughly 20ish c.

I'm not sure what you're talking about. We have 93.3% effective crit chance and a 511% crit multiplier. A dagger and shield would also prevent us from using Kaom's.

I disagree with you, but there are other Dark Pact builds on the forum closer to what you suggested if you need to play what you're describing. You could use those. This is a build focused on MoM and getting the most out of Acuity and Kaom's when people can afford it.

Oh, and "starter" doesn't mean "first time playing PoE" it means "first character of the league, no currency".

Lastly, Kiara's is a catchall for "oh shit I can't cast and I don't know why" moments. Those moments don't last longer than three seconds, or you've made a huge mistake.

It doesn't matter if it used to be better. It does its job.
