No ARPG has animation cancelling, this is something that only occurs in RTS like game engines and it honestly has no place in ARPGs.
Also, if you think ARPG PvE has ever been about skill then you are severely delusional.

So far only ARPG I recall having animation lock is Torchlight 2 and POE (Can't recall about the D3 sry)
Or maybe I'm too spoiled by dota and league?

I don't see how animation cancelling would suddenly make glasscannon builds viable vs. double hasted mobs, GMP alchemists and some other silly stuff.

This also bothered me alot when i started to play, but after some time u just get used to it and time your actions right. Yet, it would be nice to have the option to cancel animations.

Same here,
if not animation-canceling, i´d actually like to be able to move while using certain skills.
Would definatly contribute to the fluidity of the gameplay imho.

Is that so? Last time I checked Diablo & a few other titles had animation canceling.
None of them have animation cancelling. What's throwing you off is the fact that PoE has some very slow / dragging animations, which makes it feel sluggish.
Because other ARPGs you played were not as sluggish, you are mistakenly assuming they had animation cancelling.
Hopefully it'll be less sluggish somewhere down the line.

The game is all like "Well, we have a hugeass 1350+ points skilltree...We give you all the freedom and diversity BUT you must invest 50% of it in survivability...such as Hp,armor,energyshield, evasion rate etc. because those things are mandatory and we don't give a shit about your wannabe-theorycrafting builds"
It really takes all the fun in making builds because as eclectic as it is, it requires you to invest a lot into things you could've compensate through skill. But skill (such as kiting/hit'n'run) is not being rewarded properly (due to lack of animation canceling, enemies with root spells that have no cooldown or mana cost, 30% of the enemies being 300% faster than you etc.). It's also not something that you can simply compensate through gear. Therefore I think (tl;dr): All this effort of having a unique passive skill tree (which distinguishes the game from other titles) goes down the drain.
Don't get me wrong, it's a good game. It does give me hope for this genre (after the broken promised land like Diablo 3/Torchlight). But if things like that won't change, I see no reason to play this game because limited mechanics are ruining my gameplay experience.
P.S.: Not a complaint, just a suggestion/question.
