The quest is bugged. GGG knows about as it's in the known issues sticky under high priority. This affects quite a large number of people, so you guys aren't alone (I am included in this as I have characters affected as well.) All we can do is wait. They thought they had it fixed before, but pulled the patch because it broke 8 other things.
