intel turbo boost max, huge fps spikes (solved) look into it ggg multithreading

I guess GGG offered nothing to this? First I played way back a year ago, when I got 144hz monitor, poe ran smoothly at 144fps steady, made no changes to hardware, but FPS is usually around 40, there is no difference in changing settings, be it resolution or detail, the only two settings that affect performance, is obviously msaa and aa setting.
