I agree ,but as long Xbox One exist they will not reverting this change because PC can handle 0.1 CD but Xbox not.

Remove MF from POE, make juiced map the new MF.
The CDs on Mjolner and Cospri's were nerfed due to performance issues. They're trying to get the Xbox release to have a steady 60 FPS and in the process hopefully it'll improve performance for lower end PC systems. Maybe once the game is better optimized we'll see Mjolner back to a better CD.

But yeah, the nerf to these items certainly causes a cascade effect for other things.

And yes, Kingsguard was meant for Discharge use. The only other ways to consume endurance charges are Immortal Call (which has a CD and thus can't be spammed) or Vigilant Strike (which only consumes one charge at a time).

Assuming consistent 4 charges on Discharge each use it's 16 expended a second, so you'd have to get Vigilant Strike past 16 attacks per second without Multistrike (since using Multistrike still only consumes 1 endurance charge for it) to have the same effect even after the nerf.

There is the possibility of using Kingsguard Discharge with Eye of Innocence on a Juggernaut, but at that point it's probably better to use Razor of the Seventh Sun for its life recovery on ignite since ignites aren't hard limited per second.

And if you're really nuts there's Rat Cage + Vaal Molten Shell igniting and Discharge, etc.

Wtf are you talking about. I know it is the discharge from cooldown that effects kingsguard. It waas the only build that really cared about the bonuses provided by kingsguard.
