It is both about flipping and fake item listing in the original post although it is not explicitly explained.
Flipping involves sniping off the item at a price that they wanted before reselling it for profits.
Fake item listing is more tedious as it involves the additional step of luring sellers into thinking the listed price is the actual market price before sniping off the item at a price that they wanted and reselling it again for profits.
Both have the same intentions but methods may differ.

Yep, I used to be a flipping tycoon in Diablo 3 and yes, i feel like i scammed some of the buyers at that point of time. The reason I did that was because the loot drop was so terrible to the point that players had to grind mindlessly before they MAY find any upgrade for their gears. Investing time on flipping the AH seems to be a more sensible way of finding gear upgrades and that's why i did that.

Let's take for example an exalt orb early league I could maybe buy them for 15c. Would it be wrong if I intend to sell it later on for 60c. I don't see it as a scam because the seller needed the chaos at that time and actually early league having chaos to trade for super cheap items can net you more profit and give you the items you want faster.

Well, that item is a currency and it will appreciate or depreciate depending on market demand and supply. However, looking at past history and standard game 's exchange rates, one can safely say that exalted orb is bound to be more than 15c.
So I wouldn't say that its a scam or wrong since both parties most likely share the common knowledge. Also, few people would sell exalted orbs for 15c unless he is completely new to this game or he is just filthy rich or he could be a fake item lister too lol.
That being said, regardless of whether it is wrong or right, what matter most is how other players perceived that act.
One thing for sure is that flippers and fake item listers made it harder for players who actually want to buy the item for their upgrades so that they can better progress in this game.
And, that point alone already sums up everything.

Isn't that just wrong. If fake prices are listed - also lower prices - and others see those price, then they aren't willing to spend suddenly 5x 10x as much currency. So fake price listing for flippers to buy actually helps other buyers - hence making their progress easier by obtaining the desired item at lower prices.
