Honestly, I've never played Blade Vortex for more than like 5 minutes before, so it's very possible I calculated something wrong and/or am misinterpreting the patch notes.

The way I interpreted "30% more damage per active blade" was that instead of adding flat damage, it adds a damage bonus per stack

I think your original calc was actually right, you accounted for each blade twice there.
Modification of your thing:
((14+264)/2) * 0.7 =
97.3 * 7(30% more per blade) * 5(200ms at max blade) = 3405.5 DPS
This agrees with my calculation above.

Actually, after reading the patch notes I wasnt sure if BV was nerfed. I mean, BV pathfinder is nerfed for sure, and in general surgeon flasks arent free anymore for a BV user. But apart from that, the base hit rate nerf and less damage multiplier seem to be compensated by the more multiplier per blade.

That sounds like a realistic number. At first I thought that each blade was a separate 1.3 multiplier (because it says more damage). But after doing the maths with that, it was like 1.3^20 X base damage X 0.7 , which was way too high.

1 Stack deals 257 damage per second, 5 Stacks deal 963 damage, 10 deal 2053 damage and for 20 I made a small error (600% more damage is 700% damage, not 600), so the actual damage is 5390.
I used the average damage on lvl20 as a base (which was 220, now it is 70% of that). Also lvl1 is a bit off because I didn't account for the 10% increased hit rate you get, too much math.
So what they did is increase the damage for 1 blade slightly, massively increased the damage for 20 blades while slightly cutting the damage in the middle. I'm not really sure how this works out, but honestly the bigger change is surgeon.
To get into the math:
With 20 Charges you get 600% more damage and 200% increased hit rate. This means 200ms intervalls or 5 hits per second and 7 times the base damage. So going back to our base damage this means:
220 x 0,7 x 7 x 5 = 5390 (0,7 accounts for the 30% reduced base damage).
The old skill simply was 220 x 20, so you had a base damage of 4400.
Another thing to look at is the damage effectiveness. The old BV had 600% damage effectiveness. The new one will have 1050% damage effectiveness.
I would assume someone made the same error I did earlier and forgot that they already doubled BVs damage intervall from 500ms to 1.000 and based the new numbers on the old 0,5 seconds. Or maybe they wanted to adjust it considering that it is the skill which is affected the most by the surgeon changes.
