Cold Snap on COC won't trigger

just popped in to confirm, that this bug still exists. i used a CoC setup with Tornado Shot and Cold Snap along with Voll`s Protector and always 6 Power Charges up.

my CritChance is appr. 50% with all charges, but that Cold Snap just won´t bypass the 4s cooldown, although there are enough PowerCharges to consume.

This is not a bug.

This is a bug and it was confirmed by devs at the time it was introduced. Similar to some other things like kill crediting of DoT kills. But over that long time it became a feature. Not sure whats their current stance but it is theoretically possible they now pretend it is intended.

Possible that it has been put into the "too hard to fix so it's just a part of the game now." bug like DoTs on proxy entities. Henry said he put it in the Known Issues thread but I can't find anything about it in there.

Then again, they did have Lockstep behind the curtains for more than a year, didn't they?
