1: Belgians. There seems to be confusion on this, but belgian fries are the best anyways, so there.
edit: Heh, because the official language of the Belgian army was French at the time, the American and British soldiers added the term French to the dish. Never knew that.

2: Vlaanderen (Nederlands(Dutch), Vlaams(Flemish) dialect) and Wallonie (French).
