First of all this build is no longer budget , we can call semi-budget with recent updates of mine mainly because flasks , if you ignore flasks this build is still like 0.10-0.25 exalt in total but i do not recommended , vinktars is everything if you skip vinktars forget killing uber and shaper.
(Dont worry still cheaper than any beginner build or "meta")   This stats based on listed gear and white grippted gloves , crystal belt and two opal rings with vinktar & power charges are on.( barrage enchant and +1 arrow on quiver not listed becuase i didnt know how to add ) Just updated skill tree for 2.6 - We loss %-1 light penetration - A few hp lost like %4-5 - -%14 All resist and -%36 Accuracy Rating from Weathered Hunter NEW + 20% increased Elemental Damage while using a Flask + No changes at our mana reserve we still keep wrath + Discipline + Conductivity + A lot more Elemental Damage with Weapons & Light weapons NEW + We gain 10% reduced Reflected Elemental Damage taken + A lot more Light & Ele Dmg NEW + More crit Multi + VAAL PACT still exist as long as you hit with barrage you are not gonna die. IMPORTANT NOTES +You should look 2 additional Barrage Projectiles Enchant +one ring slot must be opal ring if you are using voideye (Creator of this build KiKurASiruSaSH was using voideye i do not recommend , Opal rings are very powerful jewellery and Our Voideye replacement is gives same stats as voideye.With Lvl 4 Empower) +leather belt our best choice in midgame, if you can afford craft cyrstal belt ES means extra tank power.I suggest add your rings max es as well. +Look %40 max life for belly +Tempest must be %50 attack speed.(if you cant afford tempest buy 6s storm cloud with %50 attack speed that way its cheaper , i buyed for 4c and prophecy is 1c) +Look int for your rare gear as much as possible for our quiver (I explain math down there) +Use Gripped Gloves (We dont need fancy enchantments 18% increased Projectile Attack Damage is perfect Look attack speed,light flat dmg much as possible, and life maybe some accuracy too) +Use Sorcerer Boots with intt,life & es as much as possible +I remove herald of thunder because avoiding one shot better than %6 dmg loss , you can easly craft same flat damage on rings , gaining 900 flat es is far better. +You are immune to frozen,shock & near immunity to chill be careful about bleed & ignite. +Use Cwdt,immortall call Conductivity and blasphemy on boots 2R2B is cheaper that way ignore duration as long as we avoid the one shot mechanic +use Blink arrow,Vaal discipline,inc duration,Vaal Light Trap (You can swap vaal haste with vaal discipline if you want im using vaal discipline) +For Jewels Look light dmg,life and int last one could be resist or projectile damage +Never ever use barrage against ele reflect rare mobs in mapping damage is insane you just one shot yourself & be very careful against shavronne's reflect aura This Build is needs Both 6L for best effective play , 6L for barrage ,6L for fast farm (split can stay as 5L Until you 6L barrage) Barrage - weapon ele- light dmg - light pen- ele focus - gmp Split arrow - weapon ele - light dmg -light pen - chain - IIR or ele focus We are using Vaal light trap for shocking bosses (plus vinktar), i higly recommend use IIR since split arrow for farming.You dont need ele focus (Colours are 2G,1R,3B) +I just saw legacy vinktars are exist on legacy league , if you find one just sell it dont bother to use we need flat dmg as much as possible , since vaal pact on no point to keep it ,%10 more leech isnt worth 70ex +You can buy legacy rumi since they are consider cheap compare to legacy vinktar (Luxery But Good) +Same with Legacy Taste of hate (Buy if you Can)

 Vinktars must be Adds XX Lightning Damage to Attacks during Flask effect *First two is optional you can swap with Bleed immunity Hp flask but i dont think you need it since we have vaal pact *Basalt must be shock avoid and +20 flask charge or surgeon. *You can swap second vinktar with Kiara's Determination if you feel insecure about stun ( we already immune it so do not recommended , same as frozen and chill avoid kiara is very expensive flask only add you curse immunity after that point )

* Lightning Coil ( with max attack roll and life roll you loss your tankish power without belly ) * The perfect forn ( Free arctic armour and phase acrobatics means %30 spell dodge nothing loss here ) * Brass dome ( you get better tankish powers but lose hp & you become crit immune ) * Lioneye's Vision ( i think this is best alternative gives lvl 15 free piece means %17 more dmg for split arrow plus tankish powers and high hp roll ) * Atziri's Splendour ( This is great gear as well look ES and armour or ES itself ) * Kintsugi is option too * Kingsguard is option if you have volls i assume you can facetank with barrage with that way (Do not recommended you lose a lot dmg without choir of the storm this is just theory)
Essential Amulet
> Mana should be kinda low without any mana skill , i fix that too
 +This amulet our best of best choice gives inc %20 mana and int(easly can be found with divine or buy) +Gives 20 lvl lightning bolt on CoC +Crits deal %50 increased lightning damage , perfect combo with our tempest bow -Expensive (Right now non blessed version is 40c yesterday it was 70c i assume a few days later choir gonna be in town and 30-40c) -it reduces -30% light resist (if you are rich dont look +1 curse we only need one , maybe +1 maximum resist but dont bother to vaal it int already give us dmg it just highly luxery)
Highly Recommended Voideye Replacement
Remove voideye and get some good old
 2B,1R,1G Discipline,Wrath,Enlight,Empower +we can remove that dusty voideye and get dual opal rings %50 elemental DMG +With lvl 4 empower we get same stats as voideye +freeze immunity +%25 avoid to chill +%18 elemental status avoid from tree = %43 avoid to chill / + %30 from taste of hate if you have makes you chill immune also. +reduced mana reserve +++ we can use discipline + wrath + 1 curse with %88 mana reserve both are 26 lvl. -No hp or any resist on helm (i mean tri res) -Evasion not armour
Essential Quiver
This is our best of best quiver , cheap , and ready to vaal
 +This quiver good for spamming vaal orb hope to find +1 arrow we should care Hp other statts dont realy matters. (look max Hp roll since its realy realy cheap gear) +Pay 1c and buy max hp and Light resist if you see one non max rolls are 1alc Gives decent dps , %20 stun avoid we have %36 from tree makes %56 total stun avoid.that means we dont need kiara , enchant your boots with stun avoid too then you get stun immunity (%50,65,80) This numbers Req you must kill , minions count too so, yes immunity math of light bonus per 10 int >i have 133 int from skill tree >20-30 int comes from choir of the storm (bless that until find 30) = we have 153 total int without any int from rare item %15 inc light dmg. from cheap quiver its win. >if you dont bother to lose 1 socket use Fertile Mind find max +24 int and put assasin's socket. (not next vaal pact) [spoiler="Essential Jewel"]This is our Dps boost. Static Electricity Socket must be next to vaal pact !!! >try to find with %3-4 chaos resist  [/spoiler]

Questions and Answers
1) Why Tempest not Volta Rift ? * Tempest have massive attack speed and %100 light dmg and its very cheap.I dont think you can machine gun with volta rift. 2) Why assasin ? * Power charge , Crit and culling strike , everythings work with assasin. Raider would be ok with that build too but dont expect to be strong as assasin. 3) Atziri Viable ? *Yes normal is easy, you should able to do uber too with full gear.(Opal rings + Quiver with +1 is essential for uber) 4) Why i bother to upgrade this build ? * Because strong , fun and cheap also ggg annihilate my sweet mjölnir :/ 5) I should vaal my gear ? * No , only if you can afford vaal The Tempest and look +1 Arrow Or power charges arrow is more important , if you find culling just sell it its dumb for our assasin build.You dont need +1 supported gems for belly split arrow is already for farming.Knockback immunity and +1 to max resist is good , avoid to ignite is decent too.

I also like the Tempest. Currently i can solo all Guardians, breach lords, etc.
The Tempest is viable for end game, just afford less than 20ex you could finish all end game content. It is cheaper than most of the bow build. My build is different from yours, I am using elementalist to play it. With the passive tree "primeval force"5% pen "arcing blows" 8% lightning pen + ascend MoD 25% lightning pen ( trigger by ice shot) + the wise oak 20% pen, I could have 58% lightning pen without the support gems lightning pen. I could also get 60% ele reflect reduction(50%ascend, 10% passive) , which makes me safe in maps. Even with the "reduce max res" "reflects 18% ele dmg"mods maps, i would equip Sibyl's Lament to gain 40% more element reflect reduction. That is 100% ele reflect reduction totally. I am immune to ele reflect. In my build, i use +1 gloves with lv4 empower and lv 21 wrath to get the lv 26 wrath in order to get more life and damage on my rings. Accuracy is really important in a crit build. I have 4100+ ACC. My gear is not perfect. Better using starkonja's head which provides about 100 life (thats 300life actually!), attack speed , crit chance and accuracy (1dex provides 2 accuracy!) rather than devoto's devotion. I choose devoto only because of the barrage enchant. Although my gear isn't perfect yet, I am able to finish guardians and shaper now.
