Lv.4 Empower?
What uses are there for Lv.4 Empower?
I cannot find much of use for it in spite of the time it takes to have one. So far, for trivial uses, Purity of fire etc for +1 max resi Righteous fire for 3% increased more damage Arc to have 9 chains Explosive arrow to get a bit of extra damage Golems to have 1% additional damage reduction etc SRS? Just about every Minion and Spell scales significantly with levels. An item with +1 Gem Levels pumps Empower up to level 5, for a total of +4 Gem levels from Empower and +1 from the item itself. In such a case, Empower alone adds about 43% base Damage - the exact amount varies slightly between Spells, but for example Arc and Fireball both hit that 43% exactly.

" Thank you for your reply. I see the synergy with minions and staff casters, but currently there are a lot of good multiplier gems, which does no leave place for the Empower I think. Even the faster casting gem will give almost the same dps boost as empower lv.4 (not lv.3), and considering the nature of faster casting as a utility support gem for shorter pinned down time, faster casting seems much better than empower lv.4 actually. There are a lot of good gems out there, for example, any spell - echo - penetration - crit multi - ele focus - concentrated effect - (Iron will is not multiplier but for certain builds it gives more dps boost than Concentrated effect) - etc Are there any special must be used use for the empower lv.4 other than minions (must for some?) ele hit (?) explosive arrow (not a must?) FC only gives similar DPS if you have ~0% Cast Speed innately, which is... unlikely at best. Additionally, with a 120% Mana multiplier and an increase in Cast rate, Mana consumption on FC is higher than on Empower.
I'd generally take FC over Empower still, but you know, DPS warriors. They're a thing. Supports that give similar More Damage come with penalties, and are (slightly) more expensive. Conc especially can have a big negative impact on clear speed; 25% Less Radius is very notable. Empower is good because at worst it's just Damage, but it can also give some other bonuses to specific Spells. If the penalties on other Supports don't matter to your setup, then there's no reason to use Empower. It was more 'important' prior to EF/CD. Empower is the only support gem that can directly boost the power of curses. Granted it's not a lot, but with curses like Temporal Chains, Projectile Weakness, or Enfeeble, the extra 2% effect can still count.

In conventional offensive based 6l spells, it is generally overshadowed by other far cheaper support gems.

" I agree with you. Only when used with staff, there might be cases Empower would be good for skill gems with not many choices in support gems, but with the increase in classes of support gems, in many cases, there are cheaper equivalent or better option for most skills.
