It must work, since without maim i would not be able to lock bosses in place, in other words my slow percentage would be 83%, but yet i do lock them in place which means it works.
Ya, I tested it with some other things. I think it has something to do with those jewels, or a bug with the tar effect maybe. I don't have one of those jewels to test that theory. Could you try it without the jewels to see if you notice any changes? In other words, just use wither totem and hit with single shots while the target is walking towards you. If the maim works they you should see them slow down when you crit them.
But for anybody else reading this... I say "use with caution". I could be wrong, but I still say maim isn't working and I think GGG needs to look at it.
Just tested it with wither totem and maim vs just wither totem, clearly walks slower. Also it seems that chill and temporal chains are different movement speed multipliers.

Ok cool. I did the same test using wither totem and maim vs just wither totem. When two identical monsters walking towards me, and I shoot just one of them with a crit, I didn't see a difference in movement speeds between them. I will send an email to GGG and let them know my character might be messed up or something.

Maybe it is a bug with some other item or gear you are using. eg: maybe elemental focus is preventing all status effects, not just ele ones?
Face it, all of your suggestions are worse than this idea:

you can identify when maim is active, its active when maimed mobs starts leaving blood trail similar to gore footprints, its quite short debuff thou (~4 secs).

I think I'm gonna use a reset on this to test further looks pretty fun.
Burning arrow with GMP and trap does mad single target damage too so it could be viable.
If your going to use elemental focus go all in fire damage with the 50% convert physical to fire quiver. There is a 6% elemental penetration node near ranger which is very strong. Also fire penetration gem is an option.
Reflect would likely be a problem though.

Also, are you guys planning on capping it, or will you leave it like this? Seems quite fair to leave it as it is, as it isn't as good as perma freeze (since monsters can still attack), and burning arrow isn't that great overall.
I can't say at this time what action will be taken, but something will definitely have to change.

Diminishing returns similar to stun threshold?
I see no problem with still reaching ~90%, honestly, given that there's builds that can freezelock most bosses or become permanently invincible to physical damage.

Just give all unique (because who cares about rares?) monsters movement skills, problem solved. :P
You can leapslam through a slow/movement speed reduction, and I could see flying Kole as pretty terrifying.

It creates a new problem though of frost wall being more useless.

Aw, but it's only a problem against bosses... you're leaving double-dipping in but taking out this extremely niche, less-abusable case T_T
