Your solution dosn't fix the issue with Culling Strike though.
The gem will still be in the same situation.

Simpler solution would be to have the mark, like you suggest, but just change it so once the monster reaches 10% or less of it's total life it dies instantly. Would save the trouble of all the confusing wording about who killed it, basically whoever's mark applied would get the kill. To make sure of that, could have it so once a monster is marked they can only be reduced to 1 life by normal attack and the cull actually does the killing.
This way you can have a graceful change to culling the mechanic instead of a wordy change just to the gem.
Wouldn't this allow massive "trolling"? (Damn, I hate this word.)
EVEN BETTER
Use Atziri's Mirror which has Curse Reflection. Now curse yourself with the unkillable effect (except some enemy would have Culling Strike).
You see? That's not a good idea.
Am I negative again?
Are you not good at you know creativity? All GG has to do is disable that type of curse or make it a new type of debuff to make it so it doesn't work on players.
YOU SEE? DAT NOT GOOD IDEA.

Correct, now that you said that. Kind of missleading title, changed it now! Thank you

This is the ultimate first-world problems thread. "I want the entire party to enjoy the benefits of my enhanced IIR/IIQ, but gosh darn it, even with the party bonus to monster health my party deals so much damage they all vaporize before I can cull them."
Even then, with a well-organized party, you could achieve what you desire. Just have everyone other than you use Southbound, have them avoid freezes (hatred+crit) and DoT (Fire+crit), then don't run Southbound on the MF character.
More difficult, you say? Yep. Probably should be.
When Stephen Colbert was killed by HYDRA's Project Insight in 2014, the comedy world lost a hero. Since his life model decoy isn't up to the task, please do not mistake my performance as political discussion. I'm just doing what Steve would have wanted.

That's not posable. Crit is meta -> Acuity -> instant leech on crit. Now try convince people to swap their immortality for southbound.
I don't think this is "first world problem" nor the needs to be "overpowered" because as magic finder, it once was like this. You could go in ANY party and enhance drops. Now you should be lucky to cull rares.

So you want a suggestion to your suggestion that can't be exploited and doesn't create new problems? Why not simple apply a effect (note: effect, not buff or debuff since that could interact with other stuff) with Culling Strike that doesn't prevent dying or some other problematic effect but just counts the kill to you. Nothing more, nothing less. Easy as that.
If another one uses Culling Strike the effect is overwritten and the kill will count to that one.

More or less, yup.
Right now as i have said and will say again; the last 10% is just getting skipped.
So some kind of "effect" that would pre-claim the kill :p

Well kind of. Apply only the Quantity and Quality modifiers or make it unapplyable (is this a real word?) to players, otherwise it might be a problem in PvP. Think about Leos dailies. Stealing kills is bad, mkay?
You see? Even an easy solution can make problems in special situations. :P
