This 'ere. Lightning Coil adds Base Damage to your Attacks. Your Attacks scale with your modifiers. Death's Oath does not grant you a Damage aura, it simply poops out Chaos on its own. It's an entirely different mechanic, and unsurprisingly the rules for one modifier do not apply to the other - well I never.

Deaths oath is an example of the inherent frailties of the POE engine with is basically an ad hoc collection of separate rules for each item and skill.Deaths oath should be classed as a player buff with all the other items that provide passive effects, but there are not any such "rules" in POE as all effects are seemingly coded separately.
