Why is there so much loot ?

I think now that they removed eternals, it's reasonable to make good bases rare but have smaller high quality affix pools. If possible make legacy bases still keep their large affix pools.

Though I think GGG wants to do the opposite. They want to slow the convergence to perfect gear. Removing ets and adding terrible affixes is how they do that. Check out the life roll I exalted on this life/es hybrid armor:
