"The Illegal Fisherman" Tormented Spirit?

My friend who doesn't know much about the game, but enough to know most of the Tormented Spirits' names, mentioned seeing a Tormented Spirit called "The Illegal Fisherman". However, my friend wasn't able to kill it.
Can anyone confirm this or provide more information about it? Designer of Unending Hunger and The Craving divination card.

Lmao, normally I'd shrug this off as a joke but there was recently a ggg response to a post about a spirit making it into the game that wasn't supposed to be.
