Are the Tempests impactful?
Depends on the tempest, most of the time I'd say no, especially on lower difficulties. Later on, probably.

Are they scary?
Depends, see above.

Do the ones that affect items feel rewarding?
The shard one seems kind of stupid, especially early on when it's all wisdom scroll shards. Others seem good.

Are they better at higher or lower levels?
Higher is more dangerous but more rewarding, so.. higher?

Do people share information about what Tempests are running right now?
They're starting to, so yes.

Did you play Tempest because you thought it was more interesting than Warbands?
No, I just prefer HC leagues.. Warbands is equally interesting to me. I'd go as far as saying I wish leagues weren't different at all, and the only difference was SC/HC. I hate missing the mechanics of other leagues..

Did you play Warbands when you normally would have played Tempest?
No.
Akumos/Xenoith/Toccata.

Don't have time to read through all the replies but here's my 2c.

For the most part, they are fun.
However, the activation time on the tempests that give buffs needs to be instant when the player runs through one.
It sucks that we have to stand in one of them for 5 seconds until it's activated.
Warbands are definitely more way more fun.

Tempest sure mix things up but they are simply boring, especially since you need to stop for seconds to take them and then you have them for like seconds which slows down game.

Tempest reminds me Onslaught hc league which also was kind of boring.

ALSO TEMPEST ARE WAY OVERDONE. I mean they area literally everywhere. They should be like random thing once in while not everywhere.
- Ya, they are pretty impactful on my FPS. Joke aside you can feel them for sure.

- In boss rooms. Vaal Ice Nova got removed thankfully.

- Haven't see one yet

- They are terrible in normal, have to stand in circle for a meagre 5/10 sec buff that may not even last till next pack.

- Ya, in the reddit channel atleast.

- Only play HC.
Are the Tempests impactful?
Yes, but 99% of the time its in a way that negatively affects your character making them something people want to avoid rather than play around/engage in.

Are they scary?
Not so terrible until maps. Then terrible. Really, really terrible.

Do the ones that affect items feel rewarding?
I've only encountered two tempests that affect items (1 char to 48, 1 to high 70's). One of them affected quality which was really cool and made me want to farm for gems. One of them made all items drop as their sell currency. Kind of cool I guess? At the end of the day all it does is save you wisdom scrolls and keep you from getting anything good. Pretty weird stuff.

Are they better at higher or lower levels?
Tempests are more impactful in the obnoxiously rippy map content you provided in 2.0

Are the Tempests impactful?
Sometimes. The concept is really cool but there needs to be some degree of risk-reward to making use of them. Right now I don't feel compelled to pull monsters through a damaging tempest when I could just kill them myself and move on.

Perhaps giving monsters quantity/rarity boosts if killed within a tempest would promote pulling stuff to them.

Are they scary?
Some are depending on the monster and tempest combination. The recently removed vaal ice nova was hilarious though.

Refining is wonderful in that when you get a Divine Orb, you can't be too sure if you just lost a 6 Link or just got a Divine Orb.

Impactful?
Oh, certainly. They change how I move, if nothing else.

Scary?
Some. There's nice variation between "Tehee, they're tiny!" and "OH GOD DAMAGE TEMPEST BLUE PACK RUN". I wouldn't (at the moment) want to nerf or buff any in particular.

Item tempests rewarding?
Haven't seen one of the "good" (non-shards) item tempests, can't really comment. They certainly look rewarding.

Higher vs lower?
Only been through normal. My main complaint with them has been lack of reward, so I'm quite happy to see they'll be getting a 10% IIQ buff.

Share information?
Some. It's comment on in global. I suspect more will be shared as more people get into maps, since that's where the info sharing is most valuable & needed.

More interesting than Warbands?
Haha, really? No. They're swirly circles, they simply don't have the sex appeal of roaming unique mobs. Warbands also has so many more league uniques.

I really want to play warbands, I only play HC because I can't feel anything otherwise. That said, I genuinely the tempests that shrink and embiggen things.

Last question N/A.

Are the Tempests impactful?
No , I am level 80 caster and the only scary thing so far is physical damage. I am really interested in a developers opinion on the AA destruction and why there hasn't been a new anti physical mechanic added to casters.

Are they scary?
The vaal haste one buffing charges is the only one i had to actually play around

Do the ones that affect items feel rewarding?
ugh? I have only seen the animated weapons so far and it was pointless as hell.

Are they better at higher or lower levels?
Equally pointless and boring at both. Collecting them as a buff , sitting at one place for 5sec to gain a 5-8sec buff is waste of time.

Do people share information about what Tempests are running right now?
Nope , but i think thats because nobody cares about them.

Did you play Tempest because you thought it was more interesting than Warbands?Did you play Warbands when you normally would have played Tempest?

I always play hardcore. Warbands definitely sounded cooler , but from the forums i get its almost as pointless as tempest.

As a side note : Why the fuck arent tempests described inside maps? I have no idea what they are doing 95% of the time.

Not that I know of.

Did you play Tempest because you thought it was more interesting than Warbands?
No. I played Tempest because softcore is boring as hell.

No. I played Tempest because softcore is boring as hell.

Changes I think would make Tempest far more impactful/engaging:

1. Allow the circles to activate more quickly in early difficulties like they do in maps. No one wants to stand on something for 3 seconds.

2. Make all of the circles as big as the "intensity" mod. They really need to cover a large area or people will just pass by them. Barely any of the tempests right now are worth backtracking/sidetracking for to that extent.

3. Give the tempests that are more difficult/dangerous some sort of bonus for engaging that area. Rarity, experience, damage, defenses, ANYTHING. There has to be a reason to engage in difficult content or people will ALWAYS find a way to skip it unless they have no other choice. "Oh Malachai has crushing freeze going off? F*&^ that. Let's farm docks and wait it out". <-----ZERO ENGAGEMENT

I have to say I am really disappointed so far. You have such a great opportunity to really let people go further in the economy/gearing than they normally do with how insanely difficult the content has become. In reality tempest league is just added map mods on top of map mods on top of overtuned mob hp/damage. Feels like this game is creeping toward inferno.

GIVE US SOMETHING TO BE EXCITED ABOUT IN THE LEAGUE!!!!!!!!!!!!!!!!!
