It would work better as, "as was expected", because to be is both a redundancy and breaks up the past tense "as was"
"To be" would go better with "expecting"

I think the opposite would be worse for the game. People getting burnt out because too much stuff is going on in game could lead to people quitting and never coming back. This way they at least draw tons of people back every expansion / major update. It also gives people a chance to play other games during the down times something they would probably do anyways even if there was constant stuff going on.
