Highly disagree, take the recent approach of the most popular ARPG, D3 as example. While they still do change skills the result is more often than not even stronger than before. However this requires a modern an smart design philosophie.
D3 has a clever way to solve these sorts of problems, POE hasn't.
Examples?
Created a stupid OP unqiues in the past:
GGG: well i guess we fucked up, won't change anything because ECONOMY
D3: so what, we will fix the problem by making even better items. Problem solved
Created a stupid OP build:
GGG: well we need to nerf, because balance.
D3: Fuck artificially balance (stuff like monster hp/damage, difficulty), make it dynamic. No need to nerf anything again ever. Enjoy your game.
See, clever use of game mechanics, as shown recently by D3 solves most problems.

See, POE has changed the genre alot, and mostly for the better.
However they slowed down, nothing realy new anymore, no major changes.
D3 on the other hand had huge problems in the begining however they do embrace changing the game. Sure they do have boundaries (mostly not doing anything remotely wow related) yet in the recent past they have been the ones pushing the genre. To the better.

No major changes? What major changes did D3 have until the expansion came out? What major changes did it have other than their infamous loot 2.00?
POE is well underway, act 4 is being worked on and we dont even know what comes out with it. Best of all, its free, no charge ever for any content, this still makes GGG bigger than blizzard in my opinion. All the expansion stuff in D3 should have been free anyways with some patch, it might make the game slightly better, which means its worth 60 bucks now, not 60 bucks plus extra for the expansion.
Its only 1 of too things, GGG gives us OP stuff right off the bat and nerfs it later or they give us underwhelming stuff they buff later, make your pick.

Here is my take: a lot of people don't really care about the builds that they created because they can actually theorycraft, so not a lot of people will hide their builds.
As many people have said, Uber Atziri is a great way to watch for overpowered builds. Level 78 maps too. You don't need to search all the server for that.
And about Diablo 3 being all about buffs because is a modern philosophy...Don't make me laugh. People still complain about nerfs (go to the general discussion forums), and the builds are railroaded to some sets so overpowered that buffing the rest at the same level would make good material for bots. Let's not talk about the human resources needed to buff everything and not nerf a pair of things. It's so unrealistic, it's hilarious.

you need human resources to change numbers in an already implemented string / line of code that should be very simple?
you dont actually think that nerfing items skills and adjusting their numbers or adding an additional effect is actually hard work do you?

what´s wrong with buffing things instead of nerfing btw?
nerfs only cause players to leave overtime especially , if it´s as frequent as GGG lately handling "things".

You are so wrong about how D3 does it that you actually made me laugh. Thanks I need a reason to laugh any time Blizsuck games are mentioned.
The problem with any game is they tend to put shit in and nerf it down to balance it instead of figuring out a skill/item they want to put in and then putting it in at 50% of what it was originally designed at.
Then if it sucks they can buff it by 10% and watch it some more. Longer process but less QQ from the tinfoils.

I've only been playing for 2 months, maybe I missed a few dozen nerfs you could point out to me. Since you and a dozen others are claiming nerfs in PoE are frequent and build destroying.
Just curious since I have not seen that at all.
