Are the IAS and weapon physical scaling modifiers on Pillar of the Caged God local, or global?

I'm assuming the Increased Physical Weapon Damage works on phys damage received from rings and amulets, unlike the Melee Physical Damage nodes which only apply to the weapon's physical damage?
Interesting things could happen... gonna have to do some math on this. |

I'm hoping the staff has potential for a Facebreaker like build...
...Facebreakers is up to 1000% MORE damage though, not Increased...but with the staff you can get more than 1000%. |
