No, the 6L with 6 Lvl 20 (well 1 Lvl 19) Q20 gems totally didn't help at all, the fact that this guy is Lvl 88 didn't help either.
I'm 100% sure cast speed was the main reason for his huge dps.

y its my gear and stacking only castspeed wont help u, a good all around of stats that is what helps and ofc at somepoint when u have a balanced setup

crit multi>castspeed>crit chance>spell dmg (depends of the nodes in passive tree ofc)

No faster projectiles?

How steep is the penalty of freezing pulse anyway if you're at the 50-100% mark of it's projectile life?

If the penalty was pretty light (like 75% overall damage at max range) then I'd just skip faster projectile gem(120%->60% projectile speed) for added chaos or any damage gem.
